For general use, including painting light effects I use kitchen paper, you can use any tissue, but be aware some will go soggy quickly and leave deposits on your paper. Kitchen paper is designed for use wet, so works for our needs.
I also make use of a Chefs blowtorch or hair-dryer to speed up drying. If you use the blowtorch be aware of safety concerns and read the instruction leaflet fully. I use this as it can be used outdoors as well as being quieter in a famiy environment! When using it, practice on a scrap of paper first, keep it moving and be aware that you can easily ruin a painting with a scorch mark! If in doubt, stick to the hair-dryer, that is fine.
